Lead, direct and manage the conceptualization, design, tender, construction and delivery of new development projects, technically and contractually, to ensure compliance to Design Requirements with timely completion, within budget and handover of new facilities to Users.

Responsibilities

1. Review the design requirement of new buildings/facilities and re-development
  • Establish location of development
  • Establish and review with Users on the design requirement
  • Preliminary estimation of cost for comparison with available budget


2. Project Management of new buildings/facilities and re-development
  • Manage consultants on design development of the buildings to meet the design requirements
  • Establish timeline and milestones to ensure compliance with delivery dates
  • Establish control of budget and cash flow
  • Manage the construction tender processes to award of the construction works
  • Manage the contractors on the construction works with established works procedure and safety compliance
  • Ensure proper mandatory works supervision by Qualified Persons and Qualified Supervisory Staff
  • Reporting to Management on building status and state of built-up spaces for various uses


3. Review, track and update the overall development budget and schedule
  • Discussion with Finance on available development budgets and seek relevant budgets
  • Provide Budgetary Factsheets for various projects to ascertain proper allocation of budget for various works with each project
  • Plan the master programme for the development
  • Provide best possible cash flow projection - short term and long term
  • Reporting to Management on budget and expenses status for NTU-funded projects


4. Functional Role - review all matters pertaining to civil & structural works or concerns for the entire ODFM
  • Review all civil and structural proposals for both renovation and new development projects
  • Provide comments and suggestion to the C&S consultants for optimal and safe civil and structural works in NTU
  • Integration of civil engineering works with other facilities in the most optimal manner
  • Take lead in implementing game-changing construction technology in NTU for technological advancement
  • Educate technical staff on civil and structural engineering knowledge and experiences
  • Mitigate conflicting issues among various disciplines within ODFM and consultants/contractors


Requirements
  • A recognized degree in Civil and Structural Engineering acceptable by the respective professional bodies for registration
  • Registered Professional Engineer is required
  • At least 18 - 20 years in design consultancy experience / project management or relevant experience in the building / construction industry
  • Experience in managing construction projects of values not less than $50 million and across various disciplines
  • Strong and sound technical knowledge in civil and structural engineering
  • All round good understanding and appreciation of other related disciplines in the industry
  • Training, exposure and hands-on experience in environmental sustainability would be favourable
  • IT Skills - Words, Excel, Office, Outlook, PowerPoint etc
  • People management ability, Presentation ability, Communications
  • Technical knowledge, Relevant Authorities requirements, Contract/Project Management, Financial/Budgeting Management, WSH requirements are required
